Safety Management System (SMS)
A safe and profitable operation starts with effective, intent-based compliance. SMS is intended to be an integrated risk management system that compliments effective compliance.
SMS enhances a compliance management system it does not replace or substitute any aspect of it.
Oliver Wyman CAVOK works with clients in Flight Operations, Technical Operations, Ground Operations, MRO, Design, and Production Organizations using our four-phase methodology to perform and produce:
- SMS Rapid Assessment to establish the current status of a client’s SMS performance
- SMS Improvement to prioritize and implement improvements identified during the rapid assessment
- Competence Development to develop skills and capability in safety leadership, the development of a performing management system, and a positive safety culture
- Safety Assurance to reassess and continually improve the performance of
the management system and the organization's culture and leadership
Using our assessment framework, Oliver Wyman CAVOK is able to prioritize opportunities and develop recommendations designed to improve performance and reduce the safety risk. Crucially, we include key enterprise performance factors that are vital to the success of SMS.
When SMS is not mandated by regulation, Oliver Wyman CAVOK is able to assist clients with the development of an SMS Voluntary Program.

North American rotorcraft operator
A world leader in rotor wing service, the client's operation was rapidly expanding throughout the United States. This rapid expansion of the operation presented a challenge to the safety culture of the organization. The client selected Oliver Wyman CAVOK to conduct an assessment of its organization’s Safety Management System Voluntary Program (SMSVP).
Deploying a team of subject matter experts, Oliver Wyman CAVOK utilized a four-phased approach to creating a detailed timeline and project plan for the client for the four phases. This allowed for an evaluation of the overall effectiveness of the safety program with a focus on the company safety culture. Stakeholders received weekly reports that identified progress, and regular meetings were held throughout all phases of the project.
Oliver Wyman CAVOK navigated the complexities of a growing organization seamlessly. Meeting all project milestones and timelines Oliver Wyman CAVOK developed and presented a detailed assessment giving the client’s leadership keen insight into their safety culture
